United has issued notices that it plans to furlough as many as 490 customer service representatives and ground workers at three airports, with the largest of these cuts at O'Hare.
Traffic has fallen even faster than the supply of seats.
The carrier hinted that more job cuts could be on the way as it disclosed that it will reduce consolidated system capacity by 6 percent to 8 percent in 2009.
The board of Aer Lingus rejected the offer, saying that it undervalues a business with "significant cash reserves and a robust long-term future."
The confirmation from BA on the talks comes a day after the Australian government revealed that it plans to increase the level of foreign ownership allowed in Qantas, but will not permit a takeover.
Sami Teittinen has been appointed CFO of the aviation services company.
